CLCP Proposed Operator Change

Detailed Background

On June 4, the Deacons were presented a request from Fairfax County to change our agreement to allow the operator of CLCP to become the Boys and Girls Clubs of Greater Washington (BGCGW). The presentation was made by Lloyd Tucker (Division Director, Fairfax County Dept. of Neighborhood and Community Services) and Jim Almond (Sr. Vice President, Operations, BGCGW).

The Deacons established an ad hoc working group to interface between Fairfax County/BGCGW and OHBC. They visited the BGCGW operation at Culmore UMC in Falls Church and spoke with the pastor, toured the facility, and reviewed the program with BGCGW staff. They had additional discussions with Fairfax County to answer questions about program hours, space usage, the ability of OHBC to interface with BGCGW and the participants in the program, and about the agreement modification. They provided a summary of their process, experience, and questions/answers received from program representatives.

Fairfax County sent a letter of understanding outlining the changes in the agreement they are proposing, and also attached the perceived benefits of this change. Kirk Beene, lay administrator, reviewed the letter and does not perceive any issues, noting that if necessary, the church has a 30-day right of termination.

Recommendation & Your Vote

The ad hoc team recommended to the Deacons that this change be brought to the church body for consideration and approval. The Deacons have voted to make this recommendation and have set up the information session on July 18 at 7:00 p.m., where members of the ad hoc team and the Deacons will be present to discuss this change. Representatives from Fairfax County, BGCGW, and the Culmore UMC pastor have been invited to the information session as well.

This change will be brought for a vote at the special called business meeting on July 22, immediately following the worship service.
